The Ministry of Finance of the Russian Federation explained the nuances of determining the NMC when purchasing medical products
In their letter, representatives of the Ministry told about the procedure for calculating the initial unit prices based on the information contained in the contract register, in accordance with the sub-item. "b" item 9 Of the procedure for determining the NMC, the price of a contract concluded with a single counterparty, and the initial price of a unit of goods, work, or services for purchasing medical devices, approved by order No. 450N of the Ministry of health of the Russian Federation dated may 15, 2020.
In particular, it is noted that in this case, it is allowed to use the information contained in the contract register about a contract terminated by agreement of the parties, which has the status "Performance terminated", as "executed", provided that there is no penalty in respect of such a contract due to non-performance or improper performance of obligations provided for in this contract.
