It is determined how the customer will receive permission to purchase foreign goods, the procedure for maintaining registers of Russian and Eurasian industrial products, including rules for providing extracts from them. These innovations have been working since June 30.

How to apply for permission
In order to obtain permission to purchase foreign goods from the list approved by Decree No. 616, the customer needs to submit an application through his personal account on the GISP website. For this, the customer must determine his representative, who will have access to the information contained in the GISP.
The representative fills out an application in electronic form in the personal account of the GISP, and the head of the customer signs it with an enhanced qualified electronic signature.
If there are several goods, then the application and documents for it (if any) will have to be submitted for each product separately.
All stages of the consideration of the application will be reflected in the personal account of the SISI and (or) in the email.
What to indicate in the application
The list of information that must be specified in the application is given in paragraph 5 of the order. Among other things, information will need to be reflected:
• about the applicant;
• product (its technical, cost characteristics);
• sources of financing for procurement;
• the planned date of the procurement.
When the customer receives permission
If the application is sent with an error, the customer representative will receive it back within 7 business days. After completion, it can be submitted again.
If everything is in order with the application, within 3 working days with the help of GISP, the inspectors will compare the parameters of the declared goods with the parameters of similar products contained in the registers of Russian and Eurasian industrial products and determine the differences.
If a similar product is not found in the registers, then within 5 working days the customer will receive permission to purchase foreign goods.
If the inspectors find a similar product in the registers, within 2 business days a request will be sent to its manufacturer about the production and technological capabilities to produce such a product.
Within 10 working days from the date of receipt of the request, the manufacturer in GISP must confirm or deny such a possibility. If information from him was not received, the creation of an analogue is not confirmed.
Within 5 working days after receipt of information from the manufacturer, the customer will receive:
• permission, if the similarity of the goods is not confirmed;
• a notice of refusal to issue it, if similarity is confirmed. It will indicate a similar product.
The customer can challenge the decision.
What features should be considered when purchasing
The permit will be valid for 18 months from the date of its issuance, while it can only be used for one purchase.
Within 10 working days after the conclusion of the contract, the customer will need to report on the results of the procurement of goods. This must be done in the personal account of the GISP.

How to get an extract
To confirm that the products do not fall under the ban or restrictions on foreign goods, procurement participants will need an extract from the registers of Russian or Eurasian industrial products.
Any interested person can independently form it on the GISP website.
What information does the extract contain?
The extract will contain:
• registration number of the registry entry;
• date of making the registry entry;
• information about the manufacturer;
• product information;
• date and time of unloading the extract from the registry.
The Ministry of Industry and Trade approved the recommended sample extracts from the registers of Russian and Eurasian industrial products.
