The Ministry of Finance called the conditions under which you can change the advance on the state contract in connection with the coronavirus

In 2020, the essential terms of the contract can be changed, including in terms of advances. The Office listed the conditions under which this is possible:
the new advance payment does not exceed the limit established by law for the relevant contract. For example, an advance on a contract for the construction of regional and municipal facilities (if subsidies from the federal budget are allocated for their financing to the region) cannot exceed 50% of its amount;
advance payment is provided for by the contract;
the change is made by agreement of the parties at the initiative of the supplier (contractor, contractor);
circumstances that did not allow the execution of the contract on the terms provided for by him arose due to the coronavirus.
