The Agency has prepared amendments to certain acts of the government in the field of procurement. They, in particular, regulate the participation of "self-employed" citizens (except sole proprietors) in purchases under Law N 223-FZ, specify the rules for conducting KTRU, and determine the specifics of planning electronic small purchases. Since March 28, 2020, self-employed citizens (except sole proprietors) have received the same advantages in purchasing under the Law N 223-FZ that small and medium-sized businesses have.
The project provides for how procurement participants will confirm their compliance with the "self-employed"status. To do this, you will need to submit a certificate of registration of an individual as a payer of professional income tax. This document can be generated in the My tax mobile app.

The corresponding list will be supplemented by purchases made by leasing companies. They will not be taken into account if the NMC of a mandatory purchase and sale (delivery) agreement concluded to fulfill obligations under a leasing agreement exceeds 400 million rubles.

When planning purchases under part 12 of article 93 of the Law N 44-FZ, you will need to include them in the schedule of individual purchases in the amount of the annual amount of financial security. Some of the information about them will not have to be specified: for example, the code of the purchasing object for OKPD2 and the name of this code.
The name of the object of purchase will need to reflect that the purchase is carried out in electronic form using an electronic platform on the basis of clause 4 or clause 5 of part 1 of article 93 of the Law N 44-FZ.
It is planned that the innovations will take effect from the date of their official publication, with the exception of certain provisions.
