It will be more difficult to purchase security services for objects (territories) of educational and scientific organizations

To purchase services for the protection of objects (territories) of educational and scientific organizations, state customers will have to take into account the experience of performers. To do this, you will need to set additional requirements for purchasing participants or criteria for evaluating bids and offers. We will tell you how to apply the new rules.

Additional requirements for participants

The government has set additional requirements for participants in the procurement of services for the protection of objects (territories) of educational and scientific organizations. They must be presented when conducting auctions, contests with limited participation, two-stage competitions, closed contests with limited participation, closed two-stage competitions.

The participant will need to confirm the positive experience of providing similar services over the past three years. To do this, it will provide copies in the application:

executed without application of penalties of the state contract or contract under the Law N 223-FZ, information about which is contained in the register of contracts or contracts. The cost of such a contract (agreement) should not be less than 20% of the NMC for the conclusion of which the purchase is carried out;

an act of completed work containing all the required details and confirming the cost of the executed contract (agreement).

Evaluation criterion

We also set criteria for evaluating applications and proposals that should be taken into account when conducting competitions and requests for proposals for the purchase of security services for objects (territories) of educational and scientific organizations.

The significance of cost criteria should be 40%, and non-cost criteria-60%. In this case, the customer will necessarily evaluate the experience of the participant, the significance of which must be at least 45% of all non-cost indicators.

For example, if the customer wants to evaluate only the price and experience, their "weight" will be 40% and 60%, respectively. If other non — cost criteria are used, the significance will be distributed as follows: price — 40%, experience — at least 27%, and other non-cost criteria-no more than 33%.

The “experience " indicator will need to be formed taking into account:

the total cost of executed contracts for the provision of similar services;

total number of such contracts;

the highest price of one of these contracts.

You cannot set other sub-indicators.

When will the new rules start working

It is necessary to conduct purchases under the new rules starting from March 31. Purchases started before this date are made without taking into account innovations.
