The procurement procedure in the event of force majeure and emergencies is significantly simplified. Now customers will be able to quickly make purchases from a single supplier in order to eliminate emergencies.
Customers also have the right to change the term and price of the contract by agreement of the parties. This is possible if the need for changes is justified, as well as if there is a decision of the highest Executive authority.
Taking into account the current economic situation the following support measures will be provided:
- write off the amount of accrued penalties as a result of non-performance or improper performance of the contract;
- calculation of penalties not from the price of the entire contract, but from the price of the corresponding stage of the contract;
- the right is granted not to require SME entities to ensure the performance of contracts and guarantee obligations.
In addition, this year the Russian Government is given the authority to establish additional cases that allow for changes to previously concluded contracts in 2020, as well as additional cases of identifying sole suppliers.
