The FAS has proposed to reduce the number of procurement methods, and to introduce the rating of integrity

Unpopular procurement methods will be removed from the law on the contract system: two-stage tender, electronic two-stage tender and request for proposals. Electronic auctions, open tenders, requests for quotations, closed procedures, and purchases from a single supplier will remain. The auction procedure will be accelerated, it will take place just 2 hours after the end of the submission of bids.

They will introduce a new concept in public procurement-the integrity rating. This is a system for evaluating purchasing participants, which will collect information about their experience. The system will take into account executed contracts under 44-FZ and 223-FZ.

The FAS plans to make a standard Bank guarantee form. The government will set the form requirements. At the moment, only the list of information that a Bank guarantee should include as security for an application, contract, or guarantee obligations is valid.

The exchange of information on the execution of the contract will be translated into electronic form. The change, termination and execution of the contract will take place directly in the Unified information system so that the documents have legal force, they will be signed with an electronic signature.

If the draft is accepted, the new rules will take effect 90 days after publication.
