In particular, footnote 2 and footnote 3 of the standard application form for participation in an open tender in electronic form, as well as footnote 3 and footnote 4 of the standard application form for participation in an electronic auction are listed in accordance with the provisions of Law No. 44-FZ. So, according to the changes, the name of the country of origin of goods is included in the application for the purchase of goods, including those delivered to the customer when performing purchased works, providing purchased services, in accordance with the all-Russian classifier of countries of the world. Specific indicators of the product are included in the application if the purchase of the product, including those delivered during the performance of works, services, and there is no indication of a trademark in the documentation, or if the participant offers a product that is marked with a trademark other than the trademark specified in the purchase documentation. However, this information is not included in the application if the project documentation is included in the electronic auction documentation.
Similar changes have been made to the standard application form for participation in the request for proposals in electronic form.
These changes came into force on March 4 this year.
In addition, from July 1, 2020, a new version of the standard application form for participation in the request for quotations in electronic form is in effect.
Recall that according to part 5 of article 24.1 of Law No. 44-FZ, standard applications and standard documentation defined by the Government of the Russian Federation that meet the established requirements are mandatory for use by procurement participants and customers.
