What will be monitored
Schedules, notices and protocols of determination of suppliers and conditions of the draft contract will be checked by two values:
not exceeding the amount of financial support for procurement;
compliance with ICS.
Who will be monitored
Almost all subjects of control remained the same. The draft rules exclude them from the list:
Federal state unitary enterprises that conduct purchases at the expense of subsidies from the Federal budget allocated for making capital investments in Federal property objects or their acquisition;
Sue subject of the Russian Federation and the MUP who were carrying out procurement at the expense of subsidies from the budget of the RF subject (local budget) for the implementation of capital investments in objects of state ownership of subjects of the Russian Federation (municipal property) or acquisition.
In what form will the verification be carried out
The control will be carried out automatically, in electronic form in the EIS, if the checked information (documents) is to be placed in the system.
In some cases, you will have to send information to the inspectors on paper, as well as (if technically possible) on removable machine media, for example, when purchasing from a single supplier. A list of such situations is given in paragraph 11 of the draft rules.
In some cases, there will be no control. For example, when purchasing on the territory of a foreign country to provide customers who carry out their activities there.
In what order will the test be carried out
Controllers will check the information specified in paragraphs 13-15 of the draft rules.
As before, the customer will receive a positive or negative conclusion based on the results of the audit.
If the information meets the requirements, the verified document (information) will receive a check mark. Otherwise, the customer will be sent a report indicating the detected violations.
In case of automated control, documents (information) will not be placed in the EIS until the violations are eliminated and re-checked.
If the documents (information) that are not placed in the EIS do not have a mark on the successful passage of control, they will not be sent to the procurement participants.
The timing of information verification, as before, will depend on the degree of openness of the information and documents being checked.
When will the rules work
It is planned that the innovations will take effect from April 1, 2020.
