Optimization and simplification of the contract system
The Ministry of Finance of the Russian Federation told about a number of amendments to The law on the contract system.
A fundamentally new method of purchasing, which will be fully operational from next year – is e-stores. The Ministry of Finance expects that these two methods of procurement in General will free the lion's share of customers with small volumes of purchases from mandatory tender procedures and preparation of documentation. This will significantly revive the country's economy.
The Ministry of Finance will approve the structure of the model contract. It will contain the fields "Customer" (this is supposed to automatically migrate data from the Unified information system), "Participant" (migration of data from the winner determination protocols), and "contract execution Terms" (filling in this field will be automated using standard forms that will be agreed with the Treasury).
Last year, two stages of comprehensive amendments to the 44-FZ were adopted: 71-FZ and 449-FZ. Now the Ministry of Finance has prepared another, much larger, more complex bill, which will make the legislation much more stable and convenient in law enforcement. Special attention will be paid to the tasks that the government sets for the Ministry of Finance – radical simplification and acceleration of all procurement procedures. Not only for national projects, but also for other purchases.
