The Ministry of industry and trade proposed setting quotas for the purchase of Russian goods

Customers under the Laws N 44-FZ and 223-FZ will have to fulfill the mandatory share of purchases of domestic goods, as well as works and services that use these products (hereinafter-the goods).

To do this, the government will approve, in particular, the size of the minimum share, the list of products, and the scope of purchases. The quota will be calculated from the total annual volume of purchases.

Customers under the Law N 44-FZ when describing the object of purchase will be obliged to specify the characteristics of goods of Russian origin. They will have the right to set restrictions on the admission of foreign goods in the purchase documents, and in the contract with the sole supplier-its obligation to fulfill the minimum share.

If no application for participation in the purchase has been submitted with domestic products, the customer must:

extend the deadline for submitting applications;

recognize the purchase as failed.

If the extension of the period does not give a positive result, it will be possible to extend the period again and purchase foreign goods.

At the end of the year, the customer will make a report on the volume of purchases of domestic goods and place it in the Unified information system until April 1 of the year following the reporting year. If the minimum amount is not met, the system will need to place an additional justification for the impossibility of achieving the result.

The order of preparation and placement of the report by the customer according to the Law N 223–FZ, as well as the order of justification will be approved by the government.
