The state Duma adopted large-scale amendments to Law No. 44-FZ in the third reading
Part of the changes in Law No. 44-FZ comes into force within 10 days after the official publication.
The most important thing is that customers will be able to combine into one contract within the framework of national projects:
development of design and estimate documentation;
performing engineering surveys;
construction;
reconstruction;
overhaul;
delivery of medical equipment related to the implementation of such contracts.
The definition of the life cycle contract will be introduced into the conceptual apparatus of the law. Agreements on the establishment of easement will be excluded from the zone of regulation of Law No. 44-FZ.
From January 1, 2020, it may become mandatory to register the country of origin of the goods in applications for participation in all competitive procedures. The requirement will not depend on the conditions of the national regime.
Some of the changes will come into force in July 2020. A new procedure will come into effect, in which the customer has the right to enter into a contract with a single supplier for a failed purchase. The price threshold for small purchases under paragraphs 4 and 5 of part 1 of article 93 of Law No. 44-FZ will be raised to three million if the purchase is carried out in electronic form. Contracts with suppliers will be obliged to agree with the FAS. The order of the request for quotations will change, the threshold for quotation will grow to 3 million rubles.
We will remind that big changes to the Law No. 44-FZ were already made in may of this year by the Federal law from 01.05.2019 No. 71-FZ.
