The ban on admission cannot be applied to goods 14-18, 20-26 and 33 from the list in three cases:
The products meet the requirements according to the Government decree No. 719 of 17.07.2015.
The goods were produced by a company from the list of organizations that in 2010 produced motor vehicles and used the concept of "industrial Assembly". The list of organizations was approved by the decision of the Customs Union Commission of 27.01.2010 No. 169 and became invalid on March 13, 2017. The new list has not been approved.
The goods were produced and placed under the procedure of a free customs zone by the company, which until April 1, 2016 passed the state registration in the Kaliningrad region, worked under the Law of 22.01.1996 No. 13-FZ and performed installation, welding, painting and Assembly operations on the territory of Russia.
After July 1, 2020, the ban cannot be applied to such goods only in one case: the participant attached a copy of the special investment contract to the application, which was certified by the head of the organization - the party to the contract.
