On November 15, the government decree on approval of standard forms of applications for participation in all types of electronic procurement comes into force.
The provisions of the document are mainly aimed at operators of electronic platforms, which will have to provide participants with the opportunity to submit applications on standard forms. For participants nothing will change as requirements to structure of data and documents are established by the Law N 44-FZ. The ruling only repeats them.
Customers will use the standard form only when making requests for proposals. It is for this type of procurement that it is necessary to provide the application form in the documentation. In other cases, customers may not do so.
Also, the resolution approved the requirements for the content, composition and procedure for the development of standard procurement documentation. The Ministry of Finance will prepare a single form of documentation that customers will have to use. We will note: as well as in a situation with applications, requirements to structure and the maintenance of documentation are defined by the Law N 44-FZ.
