The Ministry of Finance proposes to change the rules of the register of contracts
The Ministry has developed a draft of changes in a number of regulations in the field of public procurement. The amendments are mostly technical in nature, but there are also substantive innovations.
In particular, the changes will affect the rules for maintaining the register of contracts. It will need to include more information (PP. "a" item 3 of the draft amendments). So, if the court finds the contract invalid, it will need to be reflected in the register. In addition, when purchasing electronic products from the list will need to specify additional information. The registry will need to include, among other things, the serial number of the registry entry for each of the products in question. This number is contained in the unified register of Russian radio-electronic products.
Also, the Ministry of Finance plans to postpone the start of the verification of data that the customer sends for inclusion in the register of contracts (clause 9 of the draft amendments). Until July 1, 2021 will not check the consistency of information:
on the term of execution of the contract;
quantity of goods, scope of works and services and units of measurement;
execution and termination of the contract.
Public discussion of the project will last until September 23.
