Key innovations for the procurement specialist from January 1, 2026
From January 1, government customers will be able to freely make several small purchases of the same type from a single supplier. They will also apply anti-dumping measures differently. The only supplier
Government customers will be able to freely make several small purchases of homogeneous or identical goods (works, services) from a single supplier, including in electronic form, without fear of sanctions for fragmentation. The condition is to comply with the annual volume and price requirements of the contract.

Anti-dumping measures
Dumping participants will provide increased security for the state contract only if the security requirements are specified in the notification.

Uniform requirements
Participants in public procurement with special legal capacity will not be able to include information and documents on their compliance with a single requirement in the application if they are available in publicly available state registers. In this case, the application must contain a declaration that contains links to websites with supporting documents.

False information
Participants will be suspended from public procurement no later than the date of its summing up, if they do not meet, for example, uniform requirements or provided false information about their compliance with such requirements.
If this discrepancy is established after summing up the results, but before the conclusion of the contract, the customer must refuse to conclude a deal with the participant. The same will need to be done if any false information or documents are found in the application.

Contract modification
Government customers will be allowed to adjust the scope or types of work in landscaping contracts on the same basis that is currently used in construction.
Federal Law No. 44-FZ will also provide a separate basis for changing the duration of construction control contracts in situations where the period of work under the main construction contract is changing.

Register of contracts
For purchases with national regulations, which will be announced on January 1, 2026, the register will include:
the entry number from the register of Russian industrial products, the Eurasian register of industrial products, indicating the total number of points (if any) from the supplier's application. We are talking about products from items 1-145 of List No. 1, items 1-433 of list No. 2.;
sequential numbers of entries from the Russian software registry and the Eurasian software registry from the application.

National regime
The list of products No. 2 with a protective measure in the form of restrictions will be supplemented with new medical products. These include: a foot made of composite materials, a hydraulically controlled knee module, and an active hand assembly.

Procurement from MSPs under Law No. 223-FZ
The list of customers whose draft purchase plans and amendments to such plans are reviewed by the SME Development Corporation will be changed. It will include more than 200 new companies. These include airports, resource providers, and research organizations. A number of items will be excluded from the list.

Register of contracts
For purchases with national mode, which will be announced on January 1, 2026, in the register of contracts under Law No. 223-FZ, it will be necessary to reflect:
the serial numbers of entries from the register of Russian or Eurasian software;
the number of the entry from the register of Russian industrial products or the Eurasian register of industrial goods, indicating the total number of points (if any). Condition: the customer purchased products from items 1-145 of List No. 1, items 1-433 of list No. 2 or from list No. 3.
