Experienced participants will be more likely to sign a contract for the protection of educational institutions
The Ministry of education proposed to change the rules of evaluation of bidders.
As a General rule, the limit values of the significance of the evaluation criteria of applications are distributed as follows: cost — 60%, non — cost-40%. For services to ensure the protection of objects of educational and scientific organizations, it is proposed to do the opposite: cost-40%, non-cost-60%. A mandatory indicator of the non-cost criterion will be the experience of the participant in the successful provision of services of a comparable nature and volume. The significance of the indicator should be at least 45% of the significance of all non-cost criteria. It is formed on the basis of three sub-indicators:
total cost of contracts (contracts) of the named services;
total number of executed contracts (contracts) of the named services;
the highest price of one of the executed contracts (contracts) named services.
