The Ministry of construction has prepared a draft methodology for budgeting "construction" contracts
The methodology will determine how to develop a draft contract estimate at the stage of preparation of procurement documentation, to estimate the contract at its conclusion, to change the estimate, as well as to accept and pay for the work on the estimate.
In some cases, you will need to apply the technique
The project provides that the technique will be required in the construction, reconstruction, overhaul and demolition of capital construction projects. In other cases, for example, during the current repair, the customer will decide whether to use this document (paragraph 1.1 of the procedure).
What will need to be considered in the preparation of the draft contract estimates
To draft an estimate, the customer will need:
to detail object of capital construction and to make the sheet in which all types of works and expenses will be specified (item 2.1.2 of the technique). In one group it is necessary to combine technologically complete elements of the object. Unambiguously to define the moment of the beginning and the end of works, their contents (item 2.3.3 of a technique). The data which should be included in the statement are defined in item 2.3 of the technique, and the recommended sample of the statement is given in Appendix N 2;
to determine the prices of basic design solutions and types of work in General and per unit of measurement (paragraph 2.1.3 of the method).
The contents of the draft estimate of the contract is defined in item 2.7 of the technique, the recommended sample is given in Appendix N 3.
How the contract will be estimated
The customer at the conclusion of the contract will make an estimate of the contract on the basis of the draft estimates. For every design and type of works will need to specify the prices of project estimates, reduced in proportion to the decrease in the MSPC by a procurement participant with which a contract (clause 2.8 of methods).
How will adjust the estimate
If new types of work and costs are included in the project documentation, their price is calculated taking into account the reduction of the contract price proposed by the participant (paragraph 3.7 of the methodology).
To detail the contract estimate, the parties will be able to conclude an additional agreement. It will be possible to detail the estimate only within the price of the constructive decision and a type of works (item 3.10 of a technique).
What to consider when accepting and paying for works
At acceptance you are not required to analyze the technology of performance of works and confirm the activities and costs (for example, appreciation of winter, the secondment of workers, the construction of the titular temporary buildings and structures) if their cost is included in the price of constructive decisions or types of works (clause 3.2 of the methodology).
