The Russian government has adjusted the procedure for applying restrictions on the admission of foreign electronic products for public procurement
From September 1, 2019, this restriction is set by customers under the new rules.
So, from this date confirmation of compliance of radio-electronic production to requirements of the notice and documentation on purchase is the Declaration of the participant on finding of radio-electronic production in the register of the Russian radio-electronic production with indication of number of the register record. The restrictions are not set if the registry is electronic products that meet the required customer class (functional purpose), and (or) the available registry products on the functional, technical and (or) performance does not meet customer requirements for purchase of electronic products. The relevant register will be formed and maintained by the Ministry of industry and trade.
Besides, the specified Ministry in coordination with the Ministry of Finance of the Russian Federation will approve the order of determination of the initial maximum price of the contract at implementation of purchases of the specified production. The subject of this contract may not be electronic products included in the relevant list not included in it. It is also not allowed to replace such radio electronic products on the grounds provided for in part 7 of article 95 of the Federal law of April 5, 2013. № 44-FZ "On the contract system in the procurement of goods, works and services for state and municipal needs" for products not included in the list and not included in the register.
