From August 6, additional requirements to the participants of purchases related to cultural heritage objects will change

Innovations relate to the procurement of works on the preservation of cultural heritage, restoration of some Museum objects and documents, as well as works related to access to the accounting databases of museums, archives, libraries, their storage, security systems. The amendments will not affect purchases started before August 6.

Purchases were divided into subgroups

The government has allocated:

works on preservation of objects of cultural heritage at which constructive and other characteristics of reliability and safety of objects are affected;

similar works that do not affect the reliability and safety of facilities;

works on restoration of Museum objects and Museum collections included in the Museum Fund of the Russian Federation, documents of the Archive Fund of the Russian Federation, especially valuable and rare documents from library funds;

works and services related to the admission of performers to the accounting databases of museums, archives, libraries, to the vaults of museums, libraries, to the security or safety of Museum objects and Museum collections, archival documents, library Fund.

Clarified the requirements for documents confirming the experience

Bidders will be required to submit:

a copy of the executed contract or contract confirming the experience of the relevant subgroup. If the purchased works on preservation of objects of cultural heritage do not affect their reliability and safety, the contract (contract) on the similar works included in the register of contracts under the Law N 44-FZ (the register of contracts under the Law N 223-FZ), or any contract (contract) on the works affecting reliability and safety of such objects will approach;

copies of acts of work performed, containing all the required details.

For all purchases of works on preservation of objects of cultural heritage in addition the copy of permission to input of object of capital construction in operation if such document is necessary under the town-planning legislation is required.

Acts and permits for commissioning must be signed not earlier than three years before the deadline for submission of applications.

One less requirement

Bidders will no longer need to confirm that they have the necessary real estate, equipment and technical means.
