Ministry of Finance of Russia: budget legislation will be adjusted in connection with the change from October 1, provided by Law № 44-FZ order of procurement planning
The Ministry of Finance of Russia spoke about the preparation of the necessary for the implementation of the provisions of the Federal law of may 1, 2019 № 71-FZ amendments to the Budget code, as well as regulatory legal acts regulating the following procedures: (formation and submission of the main managers of the Federal budget justification of budget allocations;
accounting of budgetary obligations of recipients of means of the Federal budget;
preparation, approval and maintenance of budget estimates of Federal state institutions, as well as General requirements for the preparation and approval of the plan of financial and economic activities of the state (municipal) institution.
In addition, the main managers of the Federal budget, as well as public authorities of the subjects of the Russian Federation, local authorities need to organize work on making, if necessary, changes to the regulatory legal acts regulating the order:
preparation and approval of plans of financial and economic activities of state (municipal) institutions;
preparation and approval of budget estimates of state institutions under the jurisdiction of the main managers of the budget of the relevant public education.
Also, the financial bodies of the subjects of the Russian Federation (financial bodies of municipalities) are instructed to ensure, if necessary, amendments to the regulatory legal acts governing the organization of the budget process.
Recall, from October 1, 2019 from the Federal law of April 5, 2013 № 44-FZ "On the contract system in the field of procurement of goods, works, services for state and municipal needs" excludes provisions on the formation of procurement plans by customers, as well as on the preparation of their procurement justification.
