Criteria of reference of production of automotive industry to the industrial production which does not have the analogs made in Russia are changed

The Annex to the decree of the Government of the Russian Federation of July 17, 2015 № 719 "On the criteria for classifying industrial products as industrial products that have no analogues produced in the Russian Federation" (hereinafter – the Annex) was amended.

In particular, the new version sets out section II of the Annex "Automotive products". Now this section contains requirements for the following products:

cars, having besides a place of the driver no more 8 seats and built on their basis means of transport for transportation of cargoes, having technically admissible maximum mass not exceeding 3.5 tonnes (codes of subgroups JECFA 2 and 29.10.2 29.10.4);

light commercial vehicles, including trucks with a technically permissible maximum mass of not more than 3.5 tons, as well as chassis, trucks and vehicles for the transport of people on their basis, having a technically permissible maximum mass of not more than 7.5 tons (codes from the subgroup OKPD 2 29.10.4 and 29.10.3);

trucks with technically permissible maximum weight of more than 3.5 tons and chassis based on them (codes from the OKPD subgroup 2 29.10.4);

buses, except for buses based on light commercial vehicles (codes from the OKPD subgroup 2 29.10.3).

In addition, the rules for determining the total amount of points required to classify these automotive products to products manufactured in the territory of the Russian Federation.

The changes came into force on June 7.

Recall that the Resolution № 719 is used to determine the conditions, prohibitions and restrictions on the admission of foreign goods to procurement in accordance with part 3 of article 14 of the Federal law of April 5, 2013 № 44-FZ "On the contract system in the procurement of goods, works and services for state and municipal needs"
