Approved the rules for obtaining permission for the purchase of machine tool products of foreign production
The Ministry of industry and trade of Russia in accordance with paragraph 10 of the RF Government decree of March 7, 2019 № 239 approved:
the order of issue of the permission of Ministry of industry and trade of Russia for purchase of the goods of the machine tool industry originating from the foreign state (further –the Order of issue of the permission);
the procedure for the formation and maintenance of the register of machine tool products manufactured in the territory of the Russian Federation;
regulation on the expert Council on machine tool products under the Ministry of industry and trade of Russia.
In particular, the Procedure for issuing permits establishes requirements for the content of the application for the issuance of permits for the purchase of foreign machine tools, which customers will be able to submit through the state information system of the industry or in paper form with an electronic document on digital media. At the same time the application and the corresponding permission are submitted and issued separately for each purchased goods. The applicants will be informed about the application process in the personal account of the state information system of industry or by e-mail within 10 working days from the date of receipt of the application.
The permit is valid for 18 months from the date of issue and applies only to one purchase. Entering into the register of the machine tool production made in the territory of the Russian Federation of data on the issued conclusions is performed by the Ministry of industry and trade of Russia within 1 working day from the date of issue of the conclusion and placed in the section "the Register of the Russian machine tool production" the state information system of the industry.
At the same time, the conclusions of the Ministry of industry and trade of Russia on the absence in the territory of the Russian Federation of production of machine-tool goods issued in accordance with the order of February 10, 2017 № 384 are valid until the end of their validity period.
These documents came into force on June 9, 2019.
