Public procurement from a single supplier will simplify
The state Duma adopted amendments to the Law N 44-FZ in the third reading. Some of them will work from July 1, the other – 90 days after the publication of the law.
From 1 July
"Small" purchases will grow
It will be possible to sign contracts according to item 4 h. 1 of Art. 93 of the Law N 44-FZ for the amount to 300 thousand rubles the Annual limit of such purchases won't change (PP. "and" item 62 of Art. 1 of the project).
Increase the amount of purchase of medicines by the decision of the medical Commission
To conclude a contract for the supply of drugs by the decision of the medical Commission can be up to 1 million rubles. (PP. "and" item 62 of Art. 1 of the project).
90 days after publication of the law
Will cancel the notice of procurement
Any purchase from a single supplier can be carried out without notice, including the purchase of utilities and services of monopolists (PP. "b", "C" item 62 of Art. 1 of the project).
You do not have to justify the method of procurement and the essential terms of the contract
Cancel the requirement to prepare a report in which the customer must justify the choice of the method of purchase, the price of the contract and its other essential conditions (PP. "in" item 62 of Art. 1 of the project).
As now, some contracts will need to include a price justification (PP. "g" item 62 of Art. 1 of the project). However, you will no longer have to do this when purchasing works for state funds, works by certain authors, printed and electronic publications, services related to the creation and performance of works. Recall, a similar amendment is in another bill, so the date from which the innovation will work will depend on which of the laws will be published faster.
