The government changes the requirements for participants of public procurement of construction works
The innovations relate to both purchases with an initial maximum contract price of more than 10 million rubles, and tenders with limited participation for special facilities and roads. So, for the first additional requirements to participants will become tougher in most cases. Changes should be taken into account during the procurement, which will begin after April 1.

The requirements will vary depending on the subject matter of the contract.
At purchase of works on construction, overhaul, reconstruction or demolition of objects of capital construction, and also linear objects the cost of the contract or the contract confirming experience will make not less:
50% of the initial maximum contract price is greater than RUB 10 million and does not exceed 100 million rubles.;
40% of the initial maximum contract price, if it is more than 100 million rubles and exceeds 500 million rubles.;
30% of the initial maximum contract price is greater than RUB 500 million and does not exceed 1 billion rubles.;
20% of the initial maximum contract price, if it is more than 1 billion rubles.
The subject of the contract or contract should be work on the same object, that is, the experience on the objects of capital construction can not be confirmed by a contract or a contract for a linear object and Vice versa.
To participate in the purchase of works on landscaping or construction of non-capital facilities will require experience in the execution of the contract or contract in the amount of not less than 20% of the initial maximum price of the contract. Its subject can be the same works if it is concluded within the Laws N 44-FZ or N 223-FZ. Participants can also confirm the experience of the usual contract for the construction, overhaul, reconstruction or demolition of capital construction projects, including linear.
Similar rules are provided for the procurement of repair or maintenance of roads.
Competitions with limited participation on special objects and roads
Customers of any level will set additional requirements in competitions with limited participation, if the initial maximum contract price exceeds 100 million rubles.
