Ministry of Health: when purchasing medicines, you cannot offer an alternative INN

21 May 2026, Thursday

The Russian Ministry of Health has clarified the rules for describing the object of purchase of medicines under Law No. 44-FZ.

The Agency recalled that the international nonproprietary name (INN) must be indicated in the description of the purchase, and in its absence, the chemical or grouping name. The dosage form, dosage and remaining shelf life should also be prescribed.

At the same time, the legislation does not allow for an alternative delivery option with another INN other than the main one. That is, the customer does not have the right to specify in the documentation: "drug A (INN-1) or drug B (INN-2)". Only one INN (or grouping name) is allowed for the purchase.

The explanation was prepared on the basis of clause 6, part 1, art. 33 44-FZ and the specifics approved by Decree of the Government of the Russian Federation No. 1380.
