A draft model state contract for the supply of food has been developed
In accordance with the draft order of the Ministry of agriculture of Russia in such a state contract, among other things will be determined by its subject matter, price, payment procedure, procedure, terms and conditions of delivery and acceptance of products, rights and obligations of the parties, packaging of goods, its quality and shelf life, responsibility of the parties, as well as ensuring the execution of the contract. The document assumes the presence of six annexes to the state contract:
specifications;
technical specification;
application form;
delivery schedules (stages) ;
list of delivery addresses;
forms of the act of delivery and acceptance of goods.
It is expected that the price of such a contract will include: the cost of the goods, the costs of paying all necessary taxes, duties and fees, as well as the costs of packaging, labeling, shipping, loading and unloading of the goods, warranty obligations and other expenses of the supplier related to the fulfillment of obligations under the state contract. It is planned that, as a General rule, the price of the state contract will be firm and will be valid for the entire period of its execution.
When the customer establishes an advance payment in the state contract, it is proposed to determine its value as a percentage of the contract price, including VAT. If advance payment is not provided, payment for each batch of goods determined on the basis of the application will be made by the customer on the basis of the invoice provided by the supplier, within a certain number of working days from the date of signing of the act of delivery and acceptance of the goods. Independent anti-corruption expertise of the document will be completed on March 20, and public discussion – on March 28.

It is, in particular, about state contracts for rendering services of exhibition and fair activity, and also for rendering services in diagnostics, maintenance and repair of vehicles for ensuring the state and municipal needs.
