The ban on access to public procurement of engineering goods of foreign production extended to the equipment purchased under lease agreements

The government of the Russian Federation amended resolution No. 656 of 14 July 2014 "on establishing a ban on the admission of certain types of engineering products originating from foreign countries for the purposes of procurement for state and municipal needs" (hereinafter – Resolution No. 656).

In particular, paragraph. 1 item 1 of the Resolution No. 656 is specified so that the ban on the admission of the goods of mechanical engineering of the foreign production included in the corresponding list extends including on cases of the conclusion of the lease agreement which provisions provide that upon termination of validity of the lease agreement the customer gets the subject of leasing in property.

In addition, the excluded sub. "C" paragraph 1 of Resolution No. 656, according to which the said prohibition does not apply if the goods specified in paragraphs 18 and 20-26 of the list do not meet the requirements provided for in the note to the list (unless otherwise provided by international treaties).

Also para. 2 section 2 of Resolution No. 656 completed indicating that the single electronic register of acts of examination of the CCI is the official website of the Chamber.

These changes will take effect on March 1, 2019.
