The Ministry of health proposes to revise the rules for the purchase of medicines. Adjust the procedure for determining the initial maximum price of the contract and the price of the contract, which is concluded with the supplier. The changes proposed in the order from 26.10.2017 No. 871н.
Customers have the right to apply reference prices when justifying the initial maximum price of the contract and the price of the contract with the supplier for the purchase of drugs from 1 January 2019. According to the procedure for calculating the initial maximum price of the contract, EGISS calculates the reference price automatically. Information about the reference prices fall in ESI. Under the new rules, the customer will apply the reference price only if the information is in the UIS. Before placing the data in the UIS, the price per unit of the drug is taken into account the data of contracts concluded without VAT, after placement – the data of executed contracts without VAT and wholesale mark-up.
The transition to the use of reference prices for medicines will be implemented in stages in 2019. The Ministry of health is taking measures to determine the interchangeability of medicines. The criterion will be established between groups of drugs on the principle of equality of values of international nonproprietary names, dosage forms and dosage. That is why the Ministry of health proposed to adjust the procedure for calculating the initial maximum price of the contract.
