It is possible that only qualified participants with experience in the execution of contracts will be allowed to participate in public procurement

The government of the Russian Federation considers it necessary to review the current system of public procurement, as it involves the use of more than 11 open competitive methods of determining the supplier of the contractor or contractor. As noted by the Cabinet, a number of ways have ceased to differ significantly and began to duplicate each other. This is stated in the Concept of improving the efficiency of budget expenditures in 2019-2024.

As one of the possible ways to exclude participation in procurement of unscrupulous suppliers, it is proposed to allow only qualified participants with experience in their execution to state contracts. In addition, the Concept points to the fact that the right to appeal public procurement not only by its participant, but also by other organizations leads to abuse, often aimed at obtaining illegal benefits. It is planned to improve the planning of public procurement, in particular, the following:

- combining the procurement plan and the procurement schedule into a single electronic document, involving a step-by-step (from the moment of bringing the limits of budgetary obligations to the beginning of the definition of the supplier) detailing the information contained on the planned procurement, with the formation of a full description of the procurement object, the draft contract, a reasonable initial (maximum) price for three months before the beginning of such procurement;

- completion by 2020 of the formation of at least 28 sections of the catalog of goods, works and services, covering the bulk of the necessary to meet the state needs, with the introduction of the functioning of the main part of such a catalog from 2019;

- establishing the possibility of starting procurement procedures, detailed directly in the justification of budget allocations, prior to the approval of procurement plans.
