The Ministry of Finance proposed to clarify the rules of evaluation of applications for complex and expensive construction works
The Department proposed to make a number of changes to the Decree N 1085 for the procurement of complex construction works with an initial maximum contract price of more than 100 million rubles.
For the evaluation of applications it will be possible to use only one cost criterion — the participant's experience in the successful performance of works of comparable nature and cost. For its calculation, it will be necessary to set the indicator "cost of the largest executed contract". Its significance should be at least 50%. If necessary, it will be possible to provide other indicators: the total cost and the number of executed contracts.
The Ministry of Finance also proposes to adjust the ratio of cost and non-cost criteria for such purchases: instead of 80 and 20%, respectively, to make 60 and 40%.
