New bidders and those who have three months left on the site before the end of accreditation should register in the UIS. Otherwise, they will not be able to apply. From January 1, 2020, registration in the UIS will be mandatory for all.
The government has determined:
how and in what time frame the procurement participants will be registered in the UIS;
how will the unified register of procurement participants be maintained;
what documents and information are needed for inclusion in the register.
To register with the UIS, the authorized person of the participant:
passes registration, identification and authentication in ESIA;
forms in the UIS information and documents for the register on the list (paragraphs 5, 6 of the rules of registration).
For most participants, the basic information will be displayed in the UIS automatically. This will happen after the authorized person of the participant indicates the INN and the checkpoint.
The participant is considered to be registered in the UIS on the next day after performing these actions. Treasury will include data in the register no later than one working day following the day of entering of information and documents in UIS.
If the information or documents that the participant has entered into the UIS independently change, he / she must display it in the UIS.
The resolution also lists cases of exclusion from the register of procurement participants.
