Experts of the Antimonopoly authority explained that the indication of the presence (absence) of excipients in the composition of the drug in the procurement documentation is permissible only if the medical records of patients for whom the purchase is carried out reflect the relevant instructions on the use or prohibitions on the use of these excipients by specific patients. Recall that as a General rule indicate the presence (absence) of excipients in the composition of the drug in the description of the purchase object can not (RF Government decree of November 15, 2017 № 1380).
