The requirement of well-known characteristics of the goods does not limit the range of participants in public procurement
The procurement participant considered that the customer has made the documentation of violations: the application should specify the indicators whose values become known when the test item. The customer did not agree with this, since the characteristics of the disputed positions are posted on the websites of the producers of the goods.
FAS management supported the customer, recognizing: indicators of goods and materials are standard and well-known. The participant can specify them in the application, even without having the goods available. It also played a role that the customer provided screenshots of the manufacturers ' websites, but the applicant could not substantiate his claims.
