The Treasury has identified the most common errors in public procurement for the first half of 2018

The Treasury issued a review of violations in the financial and budgetary sphere for the first half of 2018. Among them are violations in public procurement. Let's list the main mistakes of customers.

Irregularities in the planning phase:

incorrectly filled in the form of the schedule (including in part of units of measurement, the name and description of the purchase object);

failed or misstated the procurement justification in the procurement plan or schedule;

did not justify the annual volume of purchases to 100 thousand. RUB.;

did not justify the NMC or calculated the price with errors. Among the violations, we note the calculation of the NMC based on the price of unfulfilled contracts and proposals that can not be considered a public offer (this error was encountered in 2017);

calculated the MSPC for the procurement of drugs violation of or without a special order.

Violations at the stage of contract execution largely remained the same:

did not demand a penalty or understated its size;

did not conduct an examination of the results of the contract;

accepted the work performed in violation of the terms of the contract;

did not place the report on the execution of the contract or filled it with errors (did not attach an expert opinion or provided false information about the stage of execution of the contract, did not report on the improper performance or change of the contract).
