The Ministry of Finance of Russia announced the readiness of authorized banks to open special accounts
The Ministry told about the results of the working group meeting held on August 30 with the participation of representatives of authorized banks and operators of electronic platforms included in the relevant list (order of the Government of the Russian Federation of July 12, 2018 № 1447-p). Thus, it was confirmed the existence of cooperation agreements between all these operators of electronic platforms and banks.
Thus, it is noted that the authorized banks have the right to conduct activities to open special accounts for procurement participants in order to ensure participation in the procurement. And participants of purchases can begin work on opening of special accounts in the specified credit institutions.
Recall, according to part 10 of Art. 44 of the Federal law of April 5, 2013 № 44-FZ" on the contract system in the procurement of goods, works and services for state and municipal needs " during the electronic bidding funds intended to secure applications are made by the participants of the procurement to special accounts opened by them in banks, the list and requirements to which is established by the Government of the Russian Federation. Meanwhile, prior to the operation of the new electronic platforms, the Federal law of December 31, 2017, which was in force, remains in force. No. 504-FZ, the order of opening and conducting accounts of bidders for participation in the electronic procedures.
