In some cases, the schedule was allowed to change on the day of procedures
The rules under which customers make a schedule and a procurement plan have been amended. In some cases, the schedule will be allowed to change on the day of procedures. The order will come into force on August 29, 2018.
Plan-schedule
The ability to change the schedule on the day of procedures extended to procurement for humanitarian aid and the consequences of emergencies. When requesting quotations under article 82 of Law No. 44-FZ, the schedule was allowed to be changed on the day when requests were sent to possible participants, when purchasing from the supplier under paragraph 9 of part 1 of article 93 of Law No. 44-FZ – on the day when you enter into contracts. Also allowed to make changes to the schedule the day before the conclusion of the contract for purchases in which the notice is not published and do not invite participants.
Recall that the schedule is changed 10 calendar days before the date of publication of the notice or invitation of participants. From July 1, there are exceptions when changes are made for one calendar day.
Also, the government decree prescribed the obligation of customers to make procurement schedules, which are carried out using electronic procedures.

Procurement plan
In plans of purchases of customers obliged to register the annual volume of financial provision for purchases of drugs by the decision of the medical Commission by means of electronic request of offers according to point 3 of part 2 of article 83.1 of the Law No. 44-FZ.
