The Ministry of Finance proposed to expand the list of cases where it is possible to change the timing of construction and reconstruction. By mutual agreement, the parties will be able to extend them if:
- the delay is due to unforeseen circumstances. These include the seizure and transfer of unaccounted for in the project objects of capital construction or communications, as well as litigation on the demolition, relocation or reconstruction of such communications and facilities located on the construction site. Extend the work can be a maximum of six months;
- the delay occurred due to force majeure (international sanctions, natural disasters, fires, military operations, etc.). The contract can be extended for the period of force majeure.
The government will set the price of the contracts for which these rules will apply.
