Russian armed forces: to public procurement can not allow a participant whose license does not have the desired address of activity

The customer demanded a license for medical activities in the documentation, and also indicated the place of provision of services. The Commission allowed the participant with a license, which specified the address of the activity that does not meet the requirements of the customer.

The FAS has found this to be a violation.

The Supreme Court upheld the Supervisory authority. According to the law on licensing, the license must contain information about the addresses of the places of activity. It is forbidden to engage in activities at other addresses. Therefore, the application of the participant with such license had to be rejected.
