FAS proposed to establish new requirements for the formation of lots for public procurement of medicines

FAS has developed a draft resolution. The document prescribed the requirement that customers must build lots in the procurement of medicines. The document passes an independent anti-corruption expertise.

Under the new rules, customers will be forbidden to combine in one lot the purchase of medicines, services and work on their storage and release. Now customers are combined into one lot listed for convenience to a range of services from a single vendor. Only the holder of two licenses for the production and wholesale of drugs can participate in the purchase. Thus, the customer reduces the number of procurement participants, limits competition and leads to inefficient spending of budgetary funds.

If the project is approved, the rules will come into force on January 1, 2019.
