Treasury has identified the most common mistakes in public procurement
The Treasury released a review of violations in the financial and budgetary sphere for the second half of 2017. Among them are violations in public procurement.
Irregularities in the planning phase:
there is no justification for the purchase method in the schedule;
we chose the wrong method of substantiation of the NMC or incorrectly used the appropriate method. The review discusses violations in the application of all methods;
in calculating the NMCC, the prices of outstanding contracts or proposals were taken as a basis, which cannot be considered a public offer.
Violations at the stage of contract execution:
did not send a claim for the recovery of the penalty or incorrectly calculated the fine;
they did not examine the results of the contract or engage external experts, if they were obliged to do so.
