The Ministry of health specified how to determine the NMCC for public procurement of medicines
The changes relate to two aspects — the use of wholesale allowances and the calculation of the unit price of of medicines.
The order determined in which cases the wholesale allowance is used in the calculation of the NMCC for the purchase of medicines. from the list of VED for Federal needs, as well as regional and municipal needs.
In the calculations of the price per unit has changed as:
to calculate the weighted average price, it is necessary to take as a basis not concluded, but executed contracts;
the beginning of reference prices application was postponed till January 1, 2019;
until July 1, 2019, unit prices will be calculated on the basis of contracts without VAT, and after — on the basis of executed contracts without VAT and wholesale allowance.
The changes will take effect on August 5, 2018.
