In the national plan of counteraction of corruption in the 2018 – 2020 years included instructions to the Government of the Russian Federation to prepare proposals on the feasibility, in particular:
specification of conditions under which there may be a conflict of interest between the participant and the customer in the procurement for state or municipal needs;
establishment of the requirement aimed at preventing the conflict of interest between the participant and the customer in the procurement in accordance with the Federal law of July 18, 2011 № 223-FZ "on procurement of goods, works, services by certain types of legal entities" (hereinafter – the Law № 223-FZ);
determination of information subject to mandatory disclosure by the customer's officials in order to prevent the occurrence of a conflict of interest, as well as the procedure for disclosure of such information;
establishing the obligation of the participant to provide information to the customer in order to identify the circumstances that indicate the possibility of a conflict of interest;
providing conditions for timely identification by the customer of the circumstances testifying to possibility of emergence of the conflict of interests, including by means of interdepartmental information interaction.
