The list of machine-building products that can not be purchased abroad without prior approval has been expanded

The government of the Russian Federation approved a new list of certain types of engineering products included in the list of promising needs for such products necessary for the implementation of investment projects, and the purchases of which can not be carried out by state companies outside Russia without the consent of the Government Commission on import substitution (government order No. 1370-R of July 5, 2018). This also applies to the limitation of procurement, the subject of which is the performance of works, the provision of services, rent (including chartering, financial lease), if the conditions provide for the use of such products.

The list has been expanded from 139 to 190 items, including:

working replacement tools for machine tools or for hand tools (with or without mechanical drive);

tanks, barrels, drums, cans, boxes and similar containers for any substances (except gases) of iron, iron or steel, with a capacity of 50 to 300 liters, not equipped with mechanical or thermal equipment, for the food industry;

fiber optic cables consisting of fibers with individual shells;

sewing machines, except for binding and household;

equipment for animal feed preparation;

machinery and equipment for poultry.

The provisions of the document apply to all relations that have arisen since 30 June this year. We remind that from the specified date the features of procurement within investment projects apply to subsidiaries, in the authorized capital of which more than 50% of the shares belong to state corporations, state companies, economic societies, in the authorized capital of which the share of participation of the Russian Federation exceeds 50% (part 5 of article 1 of the Federal law of July 18, 2011 № 223-FZ "on procurement of goods, works, services by certain types of legal entities").
