The participants of the public procurement system will be observed by the GIS "Independent Registrar"
According to the amendments to the Law No. 44-FZ, a state information system should appear for monitoring and recording activities in the EIS and on the electronic platform. With a view to its creation, the Ministry of Communications has developed a draft government decree, which proposes to name this system "Independent Registrar".
GIS "Independent Registrar" will have to perform the following main tasks:
monitoring the efficiency of the EIS, electronic platform;
fixation (including video fixing) of the actions of participants in the contract system.
Recall, the program with the same name already exists. With its help users of EIS and electronic platforms can record their actions on video. At the same time, legal acts do not regulate the use of this program.
The project passed a public discussion. The new system should start working on October 1, 2019.
