The quotation application is filled out not in the form: the court has explained, whether the state customer has the right to reject it
The participant quoted all the necessary information in the quotation application. However, in structure, it was slightly different from the shape that the customer had established in the notice. In the application there were 13 points, and in the form - 11. The customer rejected the application.
The court found the customer's actions illegal. The participant did not violate anything: firstly, the law does not prohibit the inclusion of additional information in the application, and secondly, the participant only broke the information from one item in the form of the customer to three points in his application.
Earlier, the courts had already expressed a similar opinion. The Ministry of Economic Development, in turn, indicated that the quoted application, submitted not in the form the customer should reject. However, the agency did not explain what it understands by such an application.
