The court explained when the state customer is entitled to assess the material and technical resources of the participants

Customers held a joint tender for the supply of food products. The indicator "the supply of material and technical resources to the procurement participant" was also evaluated.

The AС of the North-Western District indicated: when purchasing goods, this indicator can not be used. It is intended for procurement of works or services, which follows from the full name of the indicator in the Rules for Evaluating Applications.

Based on the position of the court, the customer should not use the indicator, such as the qualification of labor resources, when purchasing goods. In its full name, there is also an indication only of work and services.
