According to the Decree of the Government, since February 20, there have been changes in state purchases of furniture

The Government amended Regulation No. 1072 establishing a ban on the purchase of foreign goods from the furniture and woodworking industry from a special list. Changes apply to purchases that begin (will be posted to the UIS or will be sent invitations) on or after February 20.

Due to the amendments, there will be fewer cases when it is necessary to require participants to use wood-fiber and wood-fiber plates from the EEA member states for manufacturing goods. This requirement will become redundant in the procurement process:

metal furniture for offices;

bases of mattress;

mattresses;

metal furniture, not included in other groups;

furniture from plastic materials.

If you plan to purchase any of these products, check if there are any requirements for using plates in your notice. Such a requirement may become a reason for a complaint to the FAS.

The list of documents by which the participant can confirm the production of goods from the list is now given in the Decree N 1072. The participant will have to attach one of the following documents to the application:

a copy of the special investment contract;

certificate of examination of the RF CCI;

certificate of origin of goods in the form of ST-1;

a conclusion on the confirmation of the production of industrial products on the territory of the Russian Federation, issued by the Ministry of Industry and Trade.

Thus, since February 20, the documentation for the purchase of furniture from the list again should have a list of documents that must be submitted by the participants. At the same time, it will become one more position, as before it did not contain the conclusion of the Ministry of Industry and Trade about the confirmation of production.
