The Ministry of Finance recalled how to establish the procedure for evaluating applications for participation in public procurement
The order of evaluation of applications must contain:
subject of evaluation. Information about it should be formulated in such a way that the participants could determine an exhaustive list of information that should be indicated in the application for obtaining an evaluation for non-eligible criteria;
instructions for completing applications. It should specify which information the participant should describe and submit for evaluation by the commission of the customer;
the relationship between the number of points awarded and the information provided on the criteria for "qualitative, functional and environmental characteristics of the procurement object" and "qualification of the procurement participants", taking into account that the information submitted according to the last criterion can be quantified. This relationship can be expressed in the form of a formula for calculating the number of points provided for in the Rules for Evaluating Applications or the Scale of Evaluation.
Recall, the need to establish in the documentation such information about the evaluation procedure previously indicated not only the Ministry of Finance, but also the Federal Antimonopoly Service and the Ministry of Economic Development.
