Law No. 223-FZ introduced ambitious changes

The law with innovations was published on December 31, 2017.

Part of the amendments will come into force on July 1, 2018. For example, the rule that competitive purchases, to which only small and medium-sized enterprises can participate, should be conducted in electronic form.

The other part of the changes is already in effect from December 31, 2017. For example, Law No. 223-FZ now stipulates that its effect extends to purchases for commercial use.

Procurement provisions should be brought into compliance with the amendments by January 1, 2019, at the latest.
